Global Pulse Topic: Women should not stay at home.
Topic: Why females nowadays should not be staying at home all the time like in the past?
In the 1950’s males are considered as the dominant sex in the society in asian countries. During those days, women are not considered as a part of the society. Women are obliged to follow the lead of the males in the family.
In some orient countries, women are not even allowed to step outside the house, due to the belief that only men are qualified enough to be in control. However, all that is in the past. In the world today, there is such a thing as Women’s Rights. Females nowadays are treated equally as males in sense of social status and their rights.
Like men, women today can leave their homes and travel as they like. There is a time when the government itself encourages women to take part whatever is happening in the outside world. Women today really should not be staying in their homes all the time, unlike decades ago, today women are able to do or participate whatever men can. Women too, have their own rights.
Women today should destroy the tradition whereby women must stay at home when men can go out to work or enjoy. Instead of preserving that tradition, women should use their rights to the fullest. Like what Barrack Obama, the President of United States of America said in a speech made in Cairo : “I am convinced that our daughters can contribute just as much to society as our sons. Our common prosperity will be advanced by allowing all humanity—men and women—to reach their full potential.”

Changes of Earth
As for the changes in nature on earth, it is categorized as a negative change. These negative changes are all caused by mankind. Deforestation, depletion of ozone, global warming and so much more are all caused by the ignorance and selfishness of mankind himself. Humans took Mother Nature for granted, expected Mother Nature to adapt the negative changes they have caused. But unfortunately, it doesn’t work that way. If these negative changes keep on developing without a stop to it, what will happen is all kinds of natural disasters will occur, the result of killing Mother Nature? Imagine, the whole world, earth, is destroyed by the hands of mankind just for their own convenience. All of nature vanished, leaving no trails behind.

Cyber Law
Cyber law is a term which covers all legal issues related to the use of communicative, transactional, and distributive aspects of networked information devices and technologies. However, the term cyber law is just a general term for all the related to it. Cyber law has many branches like the study of science.
In Cyber Law, there are a few main laws that are extremely important and well known. One of these laws is the Copyright Act, which is created in 1987. The purpose of the Copyright Act is to provide comprehensive protection for copyrightable works, these works includes computer software as well. One of the features of this Act is that law enforcers are able to enter private premises if however the owner of the premises is suspected to be involved in infringements.
Malaysia is a signatory of the Berne Convention. The Berne Convention, formally known as the Berne Convention for the Protection of Literary and Artistic Works, is an international agreement governing copyright. Under the laws of the Berne Convention, copyrights for creative works are automatically in force as soon as it is created. The creator or author does not need to register nor apply for a copyright for his/her creations. However, this only applies to countries adhering to the Convention.
Due to the advancement of technologies around the world, the Copyright Act 1987 is amended and renamed into Copyright (Amendment) Act 1997 by the Ministry of Domestic Trade and Consumer Affairs. This new amended of Copyright Act came into the force on the 1st of April.
In the Amended Copyright Act, unauthorized transmission of copyright works over the internet are made illegal and considered as an infringement of copyright. For this act to be effective, authors and creators of their own creations are also compulsory to limit the access by the public to their works to prevent infringement.
The distribution of their works must also be controlled and its distributors must also be contract bounded with the creators. These provisions are aimed at ensuring adequate protection of intellectual property rights for companies and individuals investing in the IT and multimedia environment.
The Digital Signature Act was first introduced into the public on 1st October 1998. The Digital Signature Act 1997 is intended to secure the privacy and confidentiality of electronically processed transaction, especially commercial transactions since the public preferred a more convenient and easy way in making a transaction. The Digital Signature Act also promotes the use of e-transaction to the public, ensuring the public that online transaction is safe and reliable. This act also provides a framework for the licensing and regulation of Certification Authorities, and the recognition of digital signatures. The Controller of Certification Authority was appointed with the authority to monitor and license recognized Certification Authorities on the 1st of October.
Digital Signature is meant as a transformation of a message using an asymmetric cryptosytem such that a person having the initial message and the signer’s public key can determine whether the transformation created corresponds to the signer’s public key.
Therefore, without the signer’s public key, the message cannot be decrypted and the original message before undergoing the transformation cannot be accessed.

Construction Management
Furthermore, there are 3 main construction procurement systems:
1) Traditional system (‘Design-Bid-Build’ DBB)
2) Design and Build
3) Construction Management system.
For no. 3, construction management system, a construction manager will be work on behalf of the owner. The system is also referred as negotiated work since the construction manager negotiates a fee for management services with the owner.
There are 4 phases of implementation in Construction Management System. They are project initiation, design, selection of contractors and construction.
Phase 1: Project Initiation
Owner hires a Construction Manager (CM). CM provides preconstruction services such as cost analysis, constructability analysis, value engineering, project scheduling and prepare initial project budgets and involve in the selection of the design team. CM is required to guarantee the total cost will not exceed a maximum price which is called guarantee maximum price (GMP). Then, CM advises owner on all phase of project.
Phase 2: Design
CM assists the design team in reviewing project costs estimates and making decisions with important cost and scheduling for phase construction also known as fast-track scheduling.
Phase 3: Selection of Contractors
Contractors are selected by the methods outlined in the traditional process that is the bidding method. CM is responsible for the coordination of these independent selection processes.
Phase 4: Construction
CM plays a role similar to that of the main contractor in the traditional process.
Above are the works and responsibilities of a construction manager should have in a project construction. CM will prepare all the necessary information on behalf of the owner for the architects and consultant. This is one of the characteristic in Construction Management System.

According to Vice Chancellor of USM, Y. Bhg. Prof. Dato’ Dzulkifli Abdul Razak, this is the 10th Perutusan he gave. In the past 10 years, there are lot of changes, transforms, improvement and renew in every domain no matter in society or country or even a university.
Furthermore, the talk is themed by “Universiti Apex Memperkukuhkan Asas”. USM is the university addresses as APEX (Accelerate Excellent) University with honor on September 2008. The selection is based on the preparation of USM to bring and make the university growth with sustainability for the future. The award will encourage every single individual in USM to work in active, persistence and smart to make a better invention or contribution for the university to compete with the outside world in the future.
To be a well-known APEX university, USM has changed day by day to be better and recognized. It’s not happened in the recent time, but USM has made changes since very long ago in order to improve and reform the construction of every field in the university to have a good production. Let’s look back of the changes that USM had made.

Changes of Earth
The world changes constantly. Every minute every second, the world changes bit by bit. Some may have notice it, some may have not. There are two major aspects that are undergoing changes in this world, that is mankind and nature. What are the changes of mankind? The changes of mankind mentioned are logical and yet complicated, and one of it is technology. 300 years ago, there wasn’t a computer nor a car can be found, not even on the most advanced country. Light bulbs are not even invented before the time of Thomas Edison. Humans are intelligent carbon based creatures, they are able to develop and adapt to their environment. The invention of light bulbs proves that humans are able to develop or create objects to enrich and improve their life style. This is the change of technology on earth. As time passes, technologies on earth are getting more and more advanced. Changes can be categorized into two types, a positive change and a negative change. The change of technology on earth can be considered as a positive change.

Construction Management
Construction management is the overall planning, co-ordination and control of a project from inception to completion aimed at meeting a client’s requirements. A construction manager is responsible to produce a functionally and financially viable project that will be completed on time within authorised cost and to the required quality standards. So, usually there are the three main elements that a construction manager should be very concern about; they are cost, time and quality.
